Who We Are and What This Policy Covers
Vectis Ventures, LLC, a Florida limited liability company, doing business as Felt & Resin ("Felt & Resin", "we", "us", "our"), operates CAST, a property intelligence platform for pipe rehabilitation contractors, at cast.feltandresin.com.
This policy explains what information we collect, how we use it, and the choices available. It covers two groups:
- Platform users: the businesses that subscribe to CAST and the individuals who hold seats on their accounts.
- Property owners: individuals whose property records appear in the CAST database, compiled from public records and licensed third-party sources.
This policy applies only to CAST. Our consulting and market intelligence services at feltandresin.com are governed by the separate Felt & Resin Privacy Policy. Use of CAST is also governed by the CAST Terms of Service.
- 02
Information We Collect from Platform Users
Account information. Company name, contact name, business email address, business telephone number, service area, and the names and email addresses of individuals you invite to hold seats.
Billing information. Subscription plan, seat count, territory licenses, prepaid balance, transaction history, and the brand and last four digits of the payment card. Full payment card numbers are collected and stored by Stripe, Inc. and never by us.
Usage information. Searches, filters, map interactions, saved lists, contacted and customer marks, export volume and contents, sign-in times, IP address, approximate location derived from IP address, browser, operating system, and device type.
Support communications. The content of emails and support requests you send us.
Monitoring records. As described in the CAST Terms of Service, we log platform activity including export volume, query patterns, and seat activity, to enforce those Terms and protect the database.

Information in the Property Database
The CAST database contains records about residential properties in Florida. Where a property is owned by an individual rather than an entity, those records include information about that individual.
What the records contain. Parcel identifier, situs address, owner name, owner mailing address, year built, square footage, bathroom count, land use classification, sale date where published, subdivision or neighborhood name, ZIP code, and geographic coordinates.
What we derive. A cast-iron probability score, a reline-likelihood score, an estimated linear footage of pipe, an estimated opportunity value, and a sewer or septic indicator. These are statistical estimates produced by our models, not statements of fact about any property, and are described further in the CAST Terms of Service.
Contact information. Where a subscriber pays for it, we append telephone numbers and email addresses to individual records at the time of export, through a licensed third-party data provider. We do not append contact information in bulk and do not retain appended contact information as part of the core database beyond what is necessary to fulfill and audit the export.
Sources. Florida Department of Revenue cadastral and assessment data, county property appraiser records, the Florida Geographic Information Office statewide parcel service, the Florida Department of Health Florida Water Management Inventory, a licensed third-party contact data provider when contact data is offered, and mapping data from Mapbox. Source data is maintained by those parties and is updated on their schedules.
Public record status. Florida property ownership records are public records under Florida law. We compile, standardize, and score them. We do not create the underlying public record and cannot alter it at the source.

How We Use Information
Platform user information is used to: create and administer accounts and seats; provide the platform; process payments and manage subscriptions, territory licenses, and prepaid balances; send transactional messages about the account; provide support; enforce the CAST Terms of Service, including detecting unauthorized redistribution; secure the platform and investigate abuse; understand usage and improve the product; and comply with law.
Property database information is used to: build and maintain the database; compute scores and estimates; display records to subscribers whose plan covers the relevant county; produce mailing and contact exports that subscribers pay for; and generate aggregate, de-identified statistics such as county-level counts and market size figures.
Automated processing. Scores and estimates are produced by automated models. They are applied to properties, not to people, and are not used to make any decision about an individual's eligibility for credit, insurance, employment, housing, or any other benefit. Subscribers are contractually prohibited from using them for any such purpose.
- 05
How We Share Information
With subscribers. Property records, including owner names and mailing addresses, are made available to subscribing contractors for the counties their plan covers, for their own marketing of pipe rehabilitation and related services. Subscribers are contractually prohibited from reselling, redistributing, or transferring those records to anyone else.
Disclosure for value. Because subscribers pay for access, and because exports include personal information about property owners, this activity may be treated as a sale or a licensing of personal information under some state privacy laws. We describe it plainly here rather than rely on a narrow definition. Section 8 explains the choices available to property owners.
Service providers. We share information with providers that process it on our behalf under contracts limiting their use: Stripe (payments), our application hosting and database provider, Mapbox (mapping and tiles), one or more licensed contact data providers (contact appends at export), our transactional email provider, and professional advisers such as accountants and attorneys.
Legal and protective disclosure. We disclose information where required by law, subpoena, or court order; to investigate suspected fraud, unauthorized redistribution, or a security incident; to enforce our agreements; and to protect the rights, property, or safety of Felt & Resin, our subscribers, or others.
Business transfer. If we are involved in a merger, acquisition, financing, or sale of all or part of our business, information may transfer to the acquirer, which will remain bound by this policy or provide notice of any change.
No advertising sale of user data. We do not sell or share platform user account information with advertising networks for cross-context behavioral advertising.
- 06
Cookies and Tracking
The CAST application uses strictly necessary cookies and local storage for sign-in sessions, security, and remembering your in-app settings. These cannot be switched off without breaking the application.
Analytics and advertising tags are not deployed inside the CAST application. If they are added, we will update this policy and provide a consent mechanism before any non-essential tag loads. The public marketing pages at feltandresin.com use analytics and advertising cookies under that site's own consent manager and privacy policy.

How Long We Keep Information
- Account records, billing history, and audit logs: for the life of the account and seven years afterward, to meet tax, accounting, and legal obligations.
- Export and monitoring logs: thirty-six months, to support enforcement of the CAST Terms of Service and investigation of unauthorized redistribution.
- Property records: retained as long as the property is within our coverage area and the record remains part of the database, and refreshed as source data is reloaded.
- Appended contact information: retained only as long as necessary to deliver and audit the export in which it was provided, then deleted from our systems.
- Support communications: twenty-four months after the last contact.
We delete or de-identify information when it is no longer needed for the purposes described here, unless law requires us to keep it longer.
- 08
Choices for Property Owners
If you are a Florida property owner and your record appears in CAST, the following applies.
Removal from marketing exports. You may ask us to suppress your property record from future marketing exports. Email support@feltandresin.com with the subject line "CAST Removal Request" and provide the property address and enough information for us to locate the record and verify your connection to it. We will confirm receipt within ten business days and complete the suppression within forty-five days.
What suppression does and does not do. Suppression removes the record from future exports and from the map and list views available to subscribers. It does not retrieve records already exported by a subscriber before the request, does not change the underlying public record held by your county, and does not stop any other company from obtaining that public record independently.
Access and correction. You may ask what information we hold about a property you own and ask us to correct it. Because our records are compiled from public sources, we will correct our copy but cannot change the source. Errors in county records must be corrected with the county property appraiser.
Do not call. We do not place telephone calls to property owners. Subscribers who do so are solely responsible for their own compliance with the Telephone Consumer Protection Act, the Florida Telephone Solicitation Act, and all Do Not Call requirements. If you received a call or text you did not consent to, contact the company that called you. We will provide the identity of a subscriber to a regulator or court on valid legal process.
Florida law. The Florida Digital Bill of Rights applies to controllers that meet statutory revenue and activity thresholds. We do not currently meet those thresholds and are not a controller subject to that statute. We honor the access, correction, and suppression requests described above regardless, as a matter of policy rather than obligation, and we will comply in full if and when the thresholds are met.

Choices for Platform Users
- Access and correction: view and update your account details in the platform, or email support@feltandresin.com.
- Deletion: request deletion of your account. We will delete or de-identify account information except records we must keep for tax, accounting, audit, and legal purposes, including export logs retained to enforce the CAST Terms of Service.
- Portability: request a copy of the account information you provided to us.
- Marketing email: every marketing email includes an unsubscribe link. Transactional messages about your account continue while your subscription is active.
To exercise a right, email support@feltandresin.com with the subject line "Privacy Request". We will confirm receipt within ten business days and respond within forty-five days, and will tell you if we need more time. We may ask you to verify your identity by confirming information we already hold. If we deny a request, we will explain why and how to appeal; appeals go to the same address with the subject line "Privacy Appeal".

Residents of Other States
Residents of California, Colorado, Connecticut, Delaware, Montana, Oregon, Texas, Utah, Virginia, and other states with comprehensive privacy laws may exercise the rights described in Sections 8 and 9 to the extent those laws apply to us. Where a state law requires an opt-out of sale, sharing, targeted advertising, or profiling, the removal and suppression process in Section 8 serves as that opt-out for property records, and Section 9 covers account information. We honor Global Privacy Control signals sent from a browser on our public marketing pages.
CAST is directed at Florida properties and United States businesses. We do not knowingly offer the platform outside the United States.
- 11
How We Protect Information
We use administrative, technical, and physical safeguards appropriate to the sensitivity of the information, including encryption in transit, encrypted storage with our providers, passwordless sign-in links, role-based access control, row-level security isolating each company's data from every other company's, seat-level access limits, export logging, and periodic review of who has access.
No method of transmission or storage is completely secure and we cannot guarantee absolute security. If we learn of a breach affecting personal information, we will notify affected parties and the relevant authorities as required by law.
- 12
Children
CAST is a business platform. We do not knowingly collect information from anyone under eighteen, and no seat may be issued to a minor.
- 13
Third-Party Sites and Services
The platform links to third-party services, including Stripe checkout and mapping tiles. Their privacy practices are their own. We encourage you to read their policies.
- 14
Changes to This Policy
We will post changes on this page with a new last-updated date. If a change materially reduces rights, we will notify platform users by email or in-app notice before it takes effect. Continued use after the effective date is acceptance.
